The Philippine Securities and Exchange Commission (SEC) has officially indicated its readiness to embrace the tokenization of real-world assets (RWAs). In a recent address at the Philippine Blockchain Week 2026, Commissioner Rogelio Quevedo expressed confidence in the regulatory framework necessary to support this innovative financial approach.
Tokenization: A Lifeline for Overseas Filipino Workers
Commissioner Quevedo outlined that tokenized assets could provide overseas Filipino workers (OFWs) with enhanced investment opportunities. He noted that many OFWs possess capital but often lack guidance on making smart investment choices. "Our OFWs, they have the capital. They do not know where to place their money. They do not know how to make their money earn," he stated, emphasizing the necessity to divert them from fraudulent schemes that can lead to significant financial losses.
A Stronger Guard Against Investment Scams
The SEC is not only advocating for tokenization but is also enhancing its capabilities to combat investment scams. Quevedo mentioned the integration of artificial intelligence in their surveillance mechanisms, which has improved their ability to track unscrupulous schemes. The SEC is collaborating with major digital platforms like Google and TikTok to eliminate illegal investment offers, reinforcing their commitment to investor protection.
Regulatory Sandbox Paving the Way for Innovation
Building on its regulatory strategy, the SEC has implemented the Strategic Sandbox, or StratBox, which enables fintech companies to test innovative products and models within a regulated yet flexible environment. While the SEC allows certain modifications to legal and regulatory requirements for sandbox participants, it maintains that compliance with existing laws remains paramount.
Current Projects Under the Regulatory Sandbox
As of November 2025, four companies are participating in the StratBox, including one exploring a tokenized real estate offering. Other participants aim to enable access to U.S. equities, while BlockShoals Technologies has received preliminary approval to test crypto-related services. These initiatives represent a significant stride towards integrating blockchain technology into the nation’s capital market.
With the Philippine SEC taking these groundbreaking steps, the future of investment for Filipinos, particularly those residing abroad, appears brighter, safer, and more inclusive.
